The east side of the city is the very heart of Sacrosanct - it's unique skyline is a clash between modern sky rises and small Victorian-inspired storefronts. In the heart of downtown, the sleek colored glass buildings reign supreme though their old-world roots can be seen in the most peculiar places from the lamp post styled electric street light to the stone sidewalks. The old world architecture slowly returns the further from downtown you travel, however. It's here that magic thrives, it hums in every stone and can be felt in every breath. The City of Sacrosanct's Dark Hunter Department's primary concern is the safety of all of Sacrosanct's residences. Their public safety responsibilities include code enforcement and supernatural crime prevention. The Sacrosanct Dark Hunter's Department follows the directions of the International Dark Hunter Council and serves as a local point of contact for any Dark Hunters working within the Council's ranks.

Nadya remained still, allowing Samantha to attempt to comfort her if only because it soothed the beast within which was ruffled from their argument. Normally she wouldn't have allowed the rather...pet-like stroke to occur. It was a good thing she had become fond of Sam or so much more could have gone wrong during the last few minutes. At least they were in agreement that the Ark wasn't a safe place for the twins with all the stairs and sharp edges. That wasn't even counting the mass of people, fighting, and alcohol that churned within it every night. "It's...much more...complicated. It's become...so complicated." Nadya shut her eyes tight a moment as a shudder ran through her. Pack like was so complicated and Sam knew nothing about it. On one hand Sam wasn't a Were so didn't understand and Nadya could see that as a reason for keeping her out of pack matters, but at the same time if she was going to be dating her brother then it only seemed...fair...that she understand it to some degree.

"Being a pack...is strong...it's ..life." How to explain the bond to a non-Were? "It's bigger and stronger than family. What Alpha says...goes. Then there is..Beta...then everyone else. You know Aiden is Alpha..I'm Beta...and Tobi. Tobi can't...he can't run it in Aiden's absence, doesn't understand it. He tries to eat people and other things...can't have that...so it's me. It was me. We were together, together in Isolt's apartment...and it was good. And then that Ark. They moved, I had the twins...and Aiden...he was so mad. I didn't want them to go...but the twins." Nadya was only vaguely aware that she was rambling in her attempts to explain what had been happening. "I visited them but it wasn't the same. Aiden is...different...he didn't get to grow up like me. But a pack...is only so strong...it needs...structure. Without structure...it fails. You can't have members who...don't follow structure. It isn't a pack without a structure. ..Alpha...beta...everyone else."

Nadya paused a moment, looking away from the chaos of the shattered glass in her office to Sam. "He said it was me...why he has the pack...without me he wouldn't have the pack. I feel...like he would be...free. Maybe...maybe he'd feel better without that responsibility of having a pack... If I left...he'd be free. He always seems to be busy...working on things...and he doesn't talk about it." She straightened a bit more as the itch beneath her skin started once more. It was hard to think of leaving her brother. She had only just found him and to not feel the connection to him anymore tore her apart. And yet, she felt responsible that she was a burden on him, forcing him to be an Alpha when he didn't want to be, because of what he had said. "I can't lose him. But, the other Alpha...his offer is...tempting. I've tried to think of other ways. ...But...if there is no structure...there is no pack. Maybe...maybe if I can make it so Aiden sees....that it could be a good thing if I left...maybe he would be happy. If the other Alpha signed an agreement...I could protect him...I could protect Aiden with it...and then maybe he'll see." The thought was a good one she was sure. If only Nadya could find some sort of agreement for Frost to sign that she would join him but under certain conditions, then maybe her brother could see that it would the most beneficial move. She could protect the Nightshade pack and leave it at the same time. Though there was still worry and confusion in her. "I don't know...if he wants me for me...in that way...or my powers." Nadya's gaze looked down at her lap where her hands lay palm-up with fingers spread. "I...I don't know...if any of it...is real."
